SENATE AND ASSEMBLY TO RETURN TO ALBANY-AGENDA IS MURKY AT BEST 

Both Houses of the Legislature are set to return to Albany on the 20th of this month but the agenda for the special session is not yet clear. While no three way agreement on either the state budget or on CFE driven education reform has been reached, Senator Bruno has advised his members to be ready to remain in town the entire week, ostensibly to be prepared to act if such agreements are reached. As has become apparent, once the July 30th deadline is passed and a Special master(s) has (have) been appointed in the CFE case, the likelihood of settling the state budget and reaching an early agreement on education reform will lessen considerably. In that event the need for other poorer districts throughout the state to consider their own litigation modeled on CFE will intensify. In May, Utica CSD’s board voted to commence its own lawsuit. In response to that decision, about 16 other small city school districts notified the Association of their interest in joining Utica in the litigation. Syracuse, Rochester and Buffalo have also expressed a similar interest.

 

   
ASSOCIATION BOARD OF DIRECTORS MEETING

BOARD OF DIRECTORS BEGIN PLANNING FOR POSSIBLE EDUCATION LAWSUIT

 

On July 2nd the Association’s Board of Directors met to discuss the numerous issues facing small city schools in the coming months. The principal issue which occupied much of the Board’s time and attention was the failure of the Governor and Legislature to approve a state budget and enact state court ordered education reform. The Association’s reform proposal, Funding For Achievement, has made it starkly clear that the problems facing the NYC educational system are also found in the small cities and in the Big Four cities. Failure of the State to resolve the 2004-05 budget standoff and to enact comprehensive, statewide education reform, may leave these city districts with no choice other than to pursue separate litigation. Utica CSD’s board has already anticipated this failure and begun the process of instituting suit.  The Board asked Association counsel to draft a litigation summary outlining the steps that would necessarily be involved and the projected costs. This summary, together with a list of questions that participating districts would be expected to answer in building the case, will be prepared next week and made available to interested districts. In addition, the Board will be discussing possible litigation at the Summer Conference during the next Board meeting, which is open to all members, scheduled for Sunday, August 8th, at the Ramada Inn in Geneva, NY.

CONFERENCE FOCUSES ON THE SPECIFICS OF STUDENT ACHIEVEMENT

 

The Summer Conference title this year is the LEARNING LAB. This year’s speakers will cover specific issues affecting our schools’ attempts to help students improve performance. Speakers from Elmira CSD and Binghamton CSD will explore in depth the analysis and use of student test data in providing allocating educational resources when and where they are needed the most. They will also speak about strategic curriculum planning to insure student success. Other speakers include former Chancellor of the Regents, Carl Hayden, Charles Temple of Hobart and William Smith Colleges, Lonnie Palmer, former Albany CSD Superintendent and now director of NYSSBA’s Advisory Solutions, Charles Winters, NYSSBA and NYSASCSD Education Finance Consultant and speakers from the Association of Public Broadcasting who will talk about their exciting new program, Video-on-Demand.

 

The conference will be held at the Ramada Inn in Geneva, which is situated lakefront on beautiful Seneca Lake, from August 8th to the 9th. We look forward to seeing you all at what will prove to be an informative and enjoyable experience.
