PRIORITIES
FOR 2004

Every year brings new and unanticipated challenges and 2003 was a prime example of this. The enormous size of the state deficit ($11.5 billion), the unprecedented and shocking depth of the Executive’s recommended cuts to education aid ($1.4 billion), the three week delay of the budget vote and the vigorous rejection by the Court of Appeals of the Appellate Division’s decision in the Campaign for Fiscal Equity lawsuit  each presented problems of great magnitude and urgency or opportunities for constructive change.

 

The Association and individual small city school districts have struggled to respond to each of these challenges and, at the same time, to keep focus on our main priority, i.e. greater equity in state aid distribution, which will benefit schools and children in the long term. We know it is essential that funding for small city schools be kept strong and that to accomplish this we must concentrate our collective attention on that goal

 

To that end, each year the Association has participated in the annual Legislative hearings and deliberations over the state budget. We believe we have been effective in raising the Governor’s and the Legislature’s awareness of small city district concerns about aid equity. The Association has also supported the Campaign for Fiscal Equity effort since 1995 through the courts and has worked to convince the Court of Appeals and other parties that any judicial relief in the CFE case must address education aid issues statewide, including in the small cities, and not just those issues in NYC.

 

Other issues that relate directly to funding strength on which the Association has labored over the past several years include restoration of cuts to Hurd Aid, reform of Charter School funding, removal of the 5% Constitutional debt ceiling, reform of the contingency budget cap, reform of payment of uncollected taxes and reform of sharing of payments in lieu of taxes (PILOT) with school districts. We have been successful on a number of these issues, e.g. Hurd Aid, PILOT payments and the debt ceiling, the first two of which have resulted in increases or savings of lost revenues totaling  hundreds of millions of dollars.

 

We have also attempted to help small city schools deal with the No Child Left Behind Act, Regents Higher Standards and Assessments and the refinancing of capital debt mandated by the Laws of 2001 which lengthened the amortization periods for virtually all building projects.

 

Most recently, the Association has endeavored to help districts improve instruction in 8th grade mathematics through sponsorship of a grant application in conjunction with SUNY Binghamton, SUNY Albany, College of St. Rose, Sage Colleges, Mount Saint Mary’s College, Binghamton CSD, Beacon CSD, Utica CSD, Glens Falls CSD, Elmira CSD, Poughkeepsie CSD, Hudson CSD and Newburgh CSD. The grant, entitled the Teacher Leadership Quality  Program (TLQP), covers a five year period and will be awarded in the next several weeks. However, we have been told informally that the Association’s application has been approved  in the amount of $2 million  or $400,000 per year. The money will be used to develop a new curriculum and to train small city middle school mathematics teachers. This grant can also be used as a spring board for development of other new programs to benefit small city schools through leveraging these or additional federal and state dollars. Our thanks goes out to each of the superintendents and board members who supported and worked on the application and to grant writers “par excellence” Dan Barrett and Janet Begley who performed the amazing task of coordinating the five universities/ colleges with the eight small city school districts and who produced a wonderful product in a mere three weeks.

 

Conclusion:

 

Association priorities for 2004 appear as follows:

a.       Education Aid Reform- This will require a major commitment to working with the Legislature, Governor, SED and other education organizations to develop a balanced reform proposal which will address the stark inequities in the present system and satisfy the guidelines set down by the Court of Appeals. This may require that the Association develop its own reform proposal and to seek the support of the Legislators who represent the small cities. This effort will undoubtedly involve at least several years before even a preliminary phase of reform is developed, enacted and reviewed by the courts for compliance with judicial requirements.

b.      Hurd Aid Reform- This issue will undoubtedly be enmeshed with general aid reform efforts (initially at least). The Association might want to consider developing a specific reform proposal on this issue as well.

c.       Charter School Reform- This may also be swept up in the larger debate on aid reform. This is a statewide issue which impacts small city schools the most. Several bills have already been introduced which the Association could support.

d.      Debt Ceiling Reform- Whether or not the November 2003 referendum lifting the 5% ceiling is approved, substantial relief from the ceiling could be achieved for small city districts through the Kuhl/Canestrari bill allowing small city districts to exclude building aid from the ceiling computation, just as central districts already do.

e.       Uncollected Tax Reform and Contingency Budget Reform- There are bills currently pending in the Legislature which deal with these matters. The Association should continue to urge passage of these.

f.        NCLB and Regents Standards and Assessments- The Association should continue to assist districts in dealing with the issues raised by new federal law and Regents regulations through scheduling regional seminars/workshops, submission of grant applications, meetings with the Commissioner and providing direct advice to districts through the Association Advisory Committee.

This year’s summer conference was held at the Hotel Thayer at West Point. The conference’s first meeting was held on Sunday and was an open board meeting. The board discussed issues including, state aid reform, Hurd Aid reform, Charter school reform, the Debt Ceiling issue, uncollected tax and contingency budget reform and NCLB in conjunction with Regents standards and assessments.

 

Although Sunday’s golf outing was rained out, the attendees did enjoy a reception and dinner with entertainment by pianist Dick Ford. The dinner speaker was Dr. Eric Cooper, President of the National Urban Alliance. Dr. Cooper spoke about the educational needs of our small city children.

 

Monday’s seminars included presentations from TekConnect and the International Reading Association. John R. Kuglin from TekConnect spoke to members about available educational technology and their uses. There was a hands-on demonstration regarding the e-board. Teachers can provide “post-it notes” detailing homework, notes to parents, school projects etc. For a full presentation, access website http://www.john@kuglin.com.

 

Doris Walker-Dalhouse from the International Reading Association gave a presentation regarding the connection between technology and literacy and gave a framework for effective K-12 instruction.

The conference was written up in the Poughkeepsie Journal in an article dated August 12, 2003. The article spoke to the ways Beacon CSD and other districts in the region, have begun to use technology to improve student performance. The article talks about a collaboration between Beacon and Poughkeepsie school districts in a demonstration of real-time interactive classes via the Internet. This is the beginning of plans for more distance learning in the future.  Utica superintendent, Daniel Lowengard is also quoted as saying, “One of the big concerns is that our kids don’t get left behind…in the digital divide,” and technology may be a way for Utica schools to reach more students now that budget constraints have translated into larger classroom size.
